Apparently the comparison chart is wrong. On forums they
state it is the cost for the end-user..

The maximum cost at £400 includes OS4, according to Gurumeditation.
About the cases, there is existing itx-cases with 2 PCI-slots, just Google for "itx-case with 2 pci" and you get a lot of hits, so that does not have to be a problem.
