Dont know if you fully did read the article I linked to ?

The reasons to change is not only a economic decision, but also a political. Some people can see longer and more far then just to a temporary discount from a single privat hold supplier.

And it is not only Munich and Barcelona that have changed, but for instance also Motala in Sweden and several other.
