Several big cities in Europe is considering switching from the Windows operating system to open source software and the Linux operating system. Munich, and Barcelona have already decided to make the switch. Paris, Vienna and some others are considering. Rumors are telling us that Paris received an offer of a quite big discount (57%) from Microsoft.

Most of this is just talk. It's the best way to get discounts from Microsoft.

Apple is no threat to MS - they know cities can't afford thousands of Macs, however
Linux/x86 is a different story. That's a threat.

So, before all the machines are running Linux I wouldn't count on it.

Linux nothing for Paris - yet (Swedish)

LinuxWorld writes that the migration costs will be too high.

As I said - it's all about money.
