The maximum upstream spead of ADSL is 1Mbit. When you go over that speed the crosstalk at the end-point is so high that you will cancel out the signals of other connections and they will cancel you. The rumor that you can go as high as 3Mbit and that the ISPs are holding you back is just a conspiracy theory.
